THE HONORABLE C. THOMAS MCMILLEN

Howard County
Appointed February 2007

Vice-chairman of Fortress International Group, and CEO of Homeland Security Capital Corporation. Served three consecutive terms in the U.S. House of Representatives from the Fourth Congressional District of Maryland, 1987-1993. In Congress, he served on the Banking, Finance, and Urban Affairs Committee; the Energy and Commerce Committee; and the Science, Space, and Technology Committee. Also served as chairman of the Congressional Chesapeake Bay Caucus; co-chairman of the Congressional Biotechnology Caucus; and vice-chairman of the Federal Government Task Force. Co-chair of the President's Council on Physical Fitness and Sports, 1993-1997. Currently serves as a member of the board of visitors of the University of Maryland, College Park (UMCP) School of Public Affairs and as a member of the executive board of the UMCP Center for American Politics and Citizenship. Previously served as a trustee of the University of Maryland College Park Foundation. A graduate of UMCP, Rhodes Scholar, and member of the 1972 U.S. Olympic basketball team, McMillen played 11 years in the NBA with the Buffalo Braves, New York Knicks, Atlanta Hawks, and Washington Bullets. He is chairman of the University of Oxford U.S. Sports Campaign Committee.
