192.0 VII-3.00- CHANGES TO PERSONNEL POLICIES FOR CLASSIFIED EMPLOYEES
(Approved by the Board of Regents, September 28, 1988)
Current status:
The former University of Maryland had statutory authority
for personnel actions independent of the State Department
of Personnel in accordance with Title 13 of the Education
Article of the Annotated Code of Maryland.
The former Board of Trustees institutions' personnel
actions were administered by the State Department of
Personnel in accordance with Article 64A of the Annotated
Code of Maryland.
Proposed changes to be effective November 1, 1988:
The former Board institutions will assume from the State
Department of Personnel the responsibility for the
following actions:
* Recruitment, testing, and hiring of new employees;
* Classification and compensation authority; and
* Other related personnel actions, e.g., approval of
acting capacity and extended sick leave requests.
To ensure the orderly processing of payroll and personnel
data until the series of actions scheduled for completion
prior to August 1, 1989 are implemented, the
classifications, salary grades, and title codes associated
with the personnel transactions will be those presently
administered by the Department of Personnel.
Proposed changes to be effective by August 1, 1989:
* Classifications, salary grades, and title codes of the
former Board institutions will be merged into the
personnel system applicable to the former University of
Maryland with that system expanded to accommodate
additional classifications.
* Individual positions at the former Board institutions
will be studied to establish any changes that need to be
made in the classification or salary grade.
By August 1, 1989, there will be a single classified
personnel structure for all institutions of the University
of Maryland System with the associated policies, rules,
procedures and forms consolidated into a classified
personnel system applicable for the University of Maryland
System.
